Yes, Akuma has as much tact as a live grenade, and nearly as much patience.
Given two ways to say the same thing, he'll likely take the way that involves
the fewest words, the least effort, and damn the emotional trauma. Though he presents quite the facade of brutish barbarism, Akuma is a deeply intelligent man.

He can plan tactics and strategy like a battle-hardened veteren, (because he kinda is one) though he rarely sees the need for such delicate maneuvering. After all... not like anyone expects him to act smart. Due only in part to his savage nature, Akuma has a deep and well-stoked fury that burns just as hot as any blaze one could possibly summon from a fire jutsu. This is both a driving force and a primary factor
of his personality. Akuma does not so much hold grudges as strangle them to
death before turning their corpses into jerky and shoeleather.

Background: History:
Birth Arc: Jeffrey was born into a wealthy family that was a high ranking member of the Kirigakure society. His parents were very successful ninjas, and were very set into the society. They wanted their son to be extremely gifted so that he wouldn't die like so many other people. His parents then started to set up Jeffrey's life and education.

Early Childhood Arc: Jeffrey was taught the way of the ninja very early in life by his parents. He was raised to be a genius, and liked to explore a lot. This got his parents into a lot of trouble when Jeffrey would wonder around unsupervised. Jeffrey started to figure out how things worked early. He saw a man in a back alley murdered before his own eyes. His parents saved him when the murderer turned toward the five year old boy. His parents then scolded him harshly, and told him that Kiri was a horribly evil place. Jeffrey then began to listen to his parents more. His parents taught him how to be good morally, and to uphold those values.

Academy Student Arc: Jeffrey entered the academy with high hopes of becoming a ninja. He was extremely gifted, and mastered most of the academy jutsus, with the help of his parents, in only a few months. He was then bored in class most of the time, because his teacher didn't know what else to teach him. The teacher said that he was ready to move on to the next level, and promoted Jeffrey to genin.

Genin Arc: Jeffrey was a fantastic genin, and decided to try to learn his first elemental affinity early. He trained to try to make the element work for him, but he didn't have any success. So he decided to hold off on the elemental jutsus until he was ready. He then went to his parents and asked if he cold learn the clan's jutsus. His parents then started to teach him the ways of the clan, and taught him one clan jutsu. Jeffrey then asked to learn more clan jutsus, but his parents refused. When Jeffrey asked why, his parents told him that he wasn't ready.

He then discovered that his first element was water. He was by a waterfall on his 10th birthday and just started to experiment with his chakra. He then discovered that his chakra could mold the water. Jeffrey was ecstatic and ran off to spend the money from his birthday to buy knowledge about Water jutsus. He then learned a few basic jutsu and joined a team. The team was missing a member for a while, and the other members were already ready for the chunin Exams. Jeffrey leaped at the chance and entered the Chuunin Exams with his new team.

Chuunin Arc: In the Chuunin Exams, Jeffrey's team were taking the test, when Jeffrey started to notice that someone was trying to cheat off of him. Jeffrey noticed this, and so did the proctor. The proctor didn't do anything about it, but Jeffrey did. He was trying to uphold his good nature, and wrote down all wrong answers. The proctor noticed this, and talked to Jeffrey after the test was over. The proctor asked Jeffrey why he knowingly failed, and Jeffrey said that he was giving the competition false information. The proctor respected this, and passed him. The second part of the exam wasn't very eventful, and his team passed it easily. It then came down to the direct fighting competition. Jeffrey used his new clan jutsu to defeat his opponent easily, and became a chuunin. Jeffrey then started to become a better ninja at an extremely rapid pace. The Kiri Tracker Nins noticed this, and requested that Jeffrey join immediately. Jeffrey jumped at the chance, and started Tracker Nins training.

Tracker Nin Arc: Jeffrey joined the Tracker Nins when he was about 18, and he didn't last very long. When he completed the basic training for the Tracker Nins, he went on his first mission. It was a shock to him when the first mission he had to go on was an assassination, and reluctantly agreed to do it. Jeffrey had to agree to do it no matter what, and decided to honor the Tracker Nins. He was horrified when he got the target's information, and his targets were his own parents. The Mizukage didn't like the things that his parents were doing, and decided to have them assassinated. Jeffrey said that he couldn't do it, and the Mizukage wasn't in the mood to negotiate. He then assassinated Jeffrey's parents himself, and tried to blame it on Jeffrey. Jeffrey took the blame for the village and was shunned. But the Mizukage did award him with Jounin status.

Jounin Arc: When Jeffrey became a Jounin, he was assigned a three man squad of genin, who hated him. They went on several easy missions, but his genin wanted more of a challenge from him. Jeffrey then took them on a C ranked escort mission to the Rice country. On the way there, they ran into a large force of bandits, who attacked them viciously. Jeffrey killed all of them, but his genin were mortally wounded. Miles away from any hospitals, the genin died. Then Jeffrey searched the remains of the bandits and found a scroll from the Mizukage in their leader's possession. The scroll was a mission scroll, hiring the bandits to kill Jeffrey and his squad. Jeffrey was furious, being betrayed a second time by his village, and he sought revenge.

Missing nin Arc: Jeffrey then left the country, and trained as hard as he could every day. He stole his parent's clan jutsu scroll and learned nearly every jutsu of his faction before deciding to kill the Mizukage. The Mizukage was an evil man and Jeffrey decided to cleanse the earth of him. He rushed back to the village, but discovered it in ruins. It turned out that another village had attacked it. That's when Jeffrey realized that the Hidden Villages were nothing but a war waiting to happen. He then made up his mind to destroy all of the Hidden Villages, to cleanse the earth of their disgusting prejudice, and above all, betrayal.

Aries, I think Clan & E-Rank General Jutsu shouldn't be counted. Maybe clan jutsu could be counted as normal jutsu (you know what I mean) but I think Walking on Water and E-Rank jutsu shouldn't be counted.

well first u must make a clan for me to read and approve

and yes general jutsu do count on the limit

I don't want people running around with like 50 + jutsu

also limiting the jutsu make all staffs jobs easier with cheching jutsu

there, fixed. I have 20 jutsus and became a missing nin when i was jounin. Also increased my RP sample and lowered my Missing nin rank.
